Simplify portable archive name macros

additional changes for the sake of single build repack:
Uncommented Buildrequires crypto policies so we are aligned with ojdk11 portables

adding javadocs.zip to the devel/jdk subpackage

moving the creation of tar archives to after the build and installation phase to save some resources
